Contactless apprehension may soon be easier for the traffic enforcers as
the De La Salle University introduced a new software aimed to capture
traffic violators 24/7.
The De La Salle University or DLSU recently launched the Contactless
Apprehension of Traffic Violators on a 24-Hour Basis and All-Vehicle
Detection System or also known as "CATCH-ALL". It is a new software that
aims to capture traffic violators 24/7.

"This is a project funded by the Department of Science and Technology -
PCIEERD and the idea here is to catch all traffic violators particularly
the number coding, the swerving, illegal parking and overspeeding."
DLSU says that 10 CCTVs have been distributed around Manila to test the new
software. Two are located along Estrada Street beside DLSU and are
accompanied by an LED board that can display the plate number of vehicles
along with their corresponding violation.

"The software that we developed is on real time. We have a camera looking
at the positions of the cars and we can get the plate number of the cars.
From there, we will know the motions because we can track the car moving on
the road. We can track its motions, whether it is on one lane or if it
moves to another lane."
Reports say that there are two kinds of traffic congestion in the country.
One is the massive amount of vehicles and the other is behavior-based
congestion which CATCH-ALL will focus on.

"We're trying to address the second one. We're trying to get the behavior
corrected. Most of the drivers' behavior is they don't follow traffic
rules. When there is no enforcers, they just do what they want. From there,
it real;y make heavy traffic because of this behavior. We're trying to
address that by implementing an automated system, it's the computer now
that can detect behavior and there's no bias, there's no personal touch.
The computer can determine what really are the violations."
The university says that they have their own team that will manage the
software so the public are assured that the results and database would not
be manipulated.
DLSU adds that they are meeting with potential partners for CATCH-ALL
namely the Metropolitan Manila Development Authority and the Land
Transportation Office so that the software can be used nationwide.
Meanwhile, the Manila Traffic and Parking Bureau commended the project as
it will detect other traffic violations that can be overlooked by traffic
enforcers.
It is good to know that traffic bureaus are welcoming initiative projects
from the academic sector. We do hope that other schools and academe's share
their innovative ideas in helping to lessen traffic problems in the
metropolis.
