In line with the government's initiative to further promote road safety in
the country, the Department of Transportation or DOTr, along with other
government agencies, has partnered with a non-government organization in
coming up with a system that will require the speed limitation of the
vehicles while on the roads.
The DOTr, in partnership with the Department of Interior and Local
Government or DILG, and the Department of Public Works and Highways or
DPWH, recently led the launching of the Joint Memorandum Circular or JMC
2018-001 on the classifications of roads for speed limit setting.
The JMC 2018-001 will be providing guidelines on speed limit setting and
will likewise create coordination mechanisms for the setting of speed
limits on national roads.
Local government units or LGUs are mandated to classify roads within their
jurisdiction and effectively set speed limits. Additionally, LGUs are also
mandated under the Local Government code to regulate streets and bridges
within their jurisdiction.
For an effective implementation, the DOTr says that they will conduct
trainings and capacity buildings among the LGUs. Additionally, the
department will be handing the LGUs the template ordinances so they can
come up with their own speed limit ordinance depending on their cities.
Meanwhile, aside from the DILG and the DPWH, the JMC is also a
collaboration between the government and a non-government organization
called Imagine Law.
Through the JMC, the government says that road crashes will be avoided as
one of the usual causes of road accidents is the speed of the vehicle.
